To Governor Warner regarding the 2003 General AssemblyThis was sent to Governor Warner just prior to the 2003 General Assembly Session. January 7, 2003
The Honorable Mark R. Warner Dear Governor Warner, I trust this letter finds you well. I write to address an issue which you have raised for the coming General Assembly Session. Your concern for my safety is touching, but I would ask that you know that my mother is still alive. I do not need a substitute "nanny" in the form of the State government. Your proposal to make the failure to wear a seatbelt a primary offense is quite transparent. I, and many others, realize that it is not safety, but revenue that is sought by the creation of this law. I am a mature, well educated adult who is quite capable of making such decisions for myself. The idea that the police will be asked to take time away from enforcing laws that are more deserving of their attention, and more beneficial to society, is simply wrong-headed. And please don’t insult my intelligence by telling me that the police will not reallocate their resources to strong enforcement of such a new law. The potential revenue for the State’s coffers will insure that those at the top of government will make it clear to our law-enforcement agencies that they will be expected to give this their full attention. As a man who treasures the legacy of liberty that he was born into I would ask that you please devote your time to matters that promote and expand that liberty and not find more reasons for the government to act as my "nanny". I assure you as a voting citizen of this great Commonwealth that I will be paying attention to the actions of my elected officials, at all levels, regarding the furtherance or hindrance of liberty and freedom.
